Luiz is a professor of chemical engineering, an advocate for international education, and currently the Executive Director of the Fulbright Commission in Brazil. Since 1986, he has been a professor of chemical engineering at the University of São Paulo. From 1986 to 1994, he worked at the Brazilian Navy Nuclear Research Center. From 1995 to 2002, Luiz served as Director of Programs at CAPES Foundation, under the Ministry of Education, in Brasília. During his time in the federal government, he designed and implemented several programs to promote graduate education in Brazil, with a strong international component. Among the strategic projects he developed are the Brazilian portal for access to scientific journals—one of the largest in the world—and the Regional Graduate Initiative, including the Amazon. Luiz holds a PhD in engineering from École Centrale de Paris, France, and a bachelor’s degree in mechanical engineering from the University of São Paulo.
